#4-ec Dynamic model of diagnosing innovation ecosystem development parameters

[...] Load More The aim of this study is to develop a dynamic model to diagnose the development parameters of an innovation ecosystem. Factors of synergetic effect of mergers and acquisitions in the entrepreneurial structures and in the biological system were substantiated and systematized. Using the generalization method, motivational drivers for mergers and acquisitions were identified, while the synectic method provided a rationale for the analogies of behavior of subjects in ecosystems in role positions pf "predator" and "victim". The consequences of mergers and acquisitions in biological and economic systems are argumentative. The components of the innovation ecosystem as a dynamic system have been determined and the qualitative characteristics of linear dependencies between them under conditions of the equilibrium state of the ecosystem have been substantiated using a linear function. The Lotka-Volterra equations served as a tool to describe the behavior of two business units from the point of view of the predator-victim roles. The parameters of this predictive model are the components that ensure the dynamic state of the innovation ecosystem. In order to describe the process of acquisition and merger in the business environment, large business enterprises were defined as "predators", while small business enterprises were defined as "victims". The correlation analysis determined the inversely proportional and volatile nature of the relationship between the dynamic series of newly established business units and the number of bankrupt businesses. Different numerical values of the parameters of the innovation ecosystem functioning have been modeled characterizing different modifications of its state (equilibrium, gradual decline, complete extinction, and exponential growth). The study also determined parameters for modeling exponential growth of the ecosystem. The results are confirmed by the model adequacy indicators, which prove their reliability. The results of this study may be useful for diagnostics and management of the innovation ecosystem in order to ensure its sustainable growth by both business and government authorities.

#8-ec System-process model for improving the efficiency of customs services

In order to analyze events in real [...] Load More time, a system-process model for increasing the efficiency of customs services has been developed. The model is built using the technology of processing complex events. The actors of the customs services market, interrelationships between them, and the responsible executives (corresponding to the competence of the actors) have been determined empirically and confirmed by the results of theoretical analysis and systematization. The model is presented in the form of a network graph with a) nodes presenting the works that describe the process of providing customs service according to the technological cards of cargo handling; and b) edges presenting causal relations between the stages of the process. The network model, built using the AnyLogic software package, reflects the sequence of works describing cargo operations and the process of providing customs services in the sea port area; duration of each stage; and the conditions of transition to the next stage and responsible executives. The network model allows optimizing the process of providing customs service according to the criterion of minimizing the time for customs operations and minimizing costs by searching the shortest way through the network and streamlining the work of responsible executives on the basis of possible variants of sequence of stages and individual workloads. The results of the model construction are presented in graphical and analytical interpretation as a system-process model, which reflects the impact of input information and limitations on the system result. The developed model allows visually designing the process of providing customs services at the seaport and analytically confirming the findings. Optimization was carried out on the example of the system of customs services provided by the customs in the area of the container terminal of the port. The model based on the results of the study serves as an analytical tool for designing the process of customs services in seaports, taking into account the peculiarities of technological processing of cargo and can be used both for optimizing a separate customs system and for developing a state strategy for development of the customs service.

#9-ec Clarification of the economic content of bank insurance from the standpoint of the combinatorial approach

[...] Load More Especially in financial studies, the terms are particularly unambiguous, so specific requirements are imposed on their coinage. Inaccuracy in the use of terms has a detrimental effect on economic theory, as it is easy even for a highly competent expert to get confused in their large number and meaning of the terms themselves, which often leads to erroneous conclusions and wrong decisions. The purpose of this study is to clarify the content of the economic definition of “bank insurance” as a complex concept of commercial cooperation of financial intermediaries in terms of a combinatorial approach. The literature review and deconstruction method were used to analyze and generalize the conceptual approaches to the formulation of the economic content of bank insurance (the process of risk insurance, the implementation of insurance services for bank funds, the integration of commercial cooperation between banking institutions and insurance companies, the accumulation of one client base of financial intermediaries). It has been determined that despite the fact that the approach is debatable, the most general aspect in interpreting this definition is its consideration within the framework of the concept of commercial cooperation and strategic partnership. Using the content analysis, alternative theories were identified to formulate strategic partnership as a socio-economic category. The main economic subjects of commercial cooperation in the conditions of transformation of financial intermediation, conditions of their mutual interests and mechanism of interaction are substantiated. Taking into account the method of deductive communication and aspect analysis, the refined concept of “bank insurance” was formulated from the position of mutual interests of banking institutions, insurance companies and their functional purpose. The structural and functional model of commercial cooperation between banking institutions and insurance companies under the conditions of combinatorial interaction of bank insurance has been developed by applying the method of appercipitation. The obtained results have conceptual character and serious scientific substantiation. They can serve as a basis for leveling out discrepancies and inaccuracies in the terms of economic theory, as well as contribute to a more meaningful outline of science-based approaches to their use and interpretation.

Abstract: Development of high-tech industries, creation of new products, reduction of import dependence of the economy, expansion of transport and logistics system, attraction of investments into services, and regional development are the goals of creating special economic zones, which set the relevance of the research topic. The aim of the paper is to systematize [...] Load More and improve the theoretical foundations of creating and developing special economic zones. According to the results of theoretical generalization and analysis of relevant scientific literature, legislation, reports of international economic organizations and their bodies, the differences in approaches to explaining the nature of special economic zones, the principles of their classification, types and criteria for the differentiation of concepts, which serve as a theoretical basis for the development of special economic zones. The dependence between the level of economic development of the country and type characteristics of special economic zones has been revealed. The regularity according to which the dominating share of such kind of special economic zones as industrial parks corresponds to the low level of economic development has been established. As the economy develops, the priority shifts to innovation areas, which are the most technologically advanced and efficient type of organization of special economic zones. This pattern is universal because it has been identified through the analysis of international experience and can serve as a basis for the formation of special economic zones development priorities. The analysis of the European experience in stimulating the development of special economic zones determined that the main State incentives for development are tax vacations, exemption from customs duties and VAT, investment allowance and investment tax credit. In spite of positive macroeconomic effects from the creation of special economic zones, such as growth in production, employment, investment attractiveness of the country, retrospective analysis showed a downward trend in the volume of investments in the development of special economic zones since 2014, which is a discouraging factor. The results of the study form a theoretical basis for creating and developing special economic zones. In particular, the revealed mutual dependence between the level of economic development of the country and the type of formed special economic zones serves as a conceptual basis for the development strategy of special economic zones with an emphasis on a certain type of special economic zones depending on the actual and target state of the economy.

The research sets forth a modified approach to optimization of business processes at the enterprise based on the concept of a balanced system of indicators. A multi-criteria approach to optimizing efficiency has been used; it is based on maximization of target values of key performance indicators and actual ones obtained from the optimization results and minimization of distance between them. The system of key performance indicators of vertically integrated oil and gas companies has been determined proceeding from the strategic goals of the companies and the specifics of the industry with due account of national and foreign management practices. These are the indicators reflecting the efficiency of the company's functioning in the blocks Personnel, Internal Business Processes, Clients, and Finance. Using, as a fundamental one, the concept of a balanced system of indicators allows building a model of decomposition of strategic goals in the blocks with the definition of responsible managers, their tasks, and target values of key performance indicators at each stage, the terms of their achievement, as well as model the degree of achieving strategic goals of the company based on the efficiency of business processes at individual stages. The system of key performance indicators defines tasks in the context of business processes and expected results. Comparative assessment of financial and economic activities of national and international vertically integrated oil and gas companies was carried out based on the values of key performance indicators. The peculiarity of the proposed modified approach to optimizing business processes at the enterprise is the use of scores, depending on the level of indicators, rather than their absolute values, as performance indicators. Numerical values converted into points allow ensuring comparability of values of indicators of all components of a balanced system without the need for their standardization. It leaves room for mutual comparison of numerical data with point scores without distorting the results, as it happens during standardization in case of changes in values of indicators of descriptive statistics on the sample. The proposed approach is universal and can serve as a methodological basis for determining the strategic orientation of the enterprise and the tasks of optimization of business processes, control over their implementation regardless of the industry of operation.

#46-ec Methodological approach to formalizing conflict resolution options given incomplete informedness of beneficiaries preferences

Business conflict management is relevant for almost every economic process, [...] Load More which marks the importance of finding an optimal solution to emerging conflict situations in the process of resource allocation. The purpose of this study is to develop a methodological approach to finding the optimal solution to the conflict of interests of beneficiaries in the process of dividing an inheritance in conditions of partial informedness about their preferences. The system of probability rules allowed elaborating a mathematical interpretation of the formalized probability of occurrence of events of division of inheritance as a discrete good, taking into account the various behavioral intentions of the recipients of the inheritance. A matrix of binary options for the behavior of heirs has been developed, depending on the usefulness of the good (inheritance), their interaction with other heirs and the probabilistic implementation of the presented outcome. Addition rules allowed substantiating sixteen ways of division and qualitative characteristics of the interpretation of the inheritance of the good with all possible proposals for the heirs and provided there is incomplete information on the preferences of the heirs. Each binary option describes a conflict and non-conflict situation of dividing a discrete good. Using the theory of probability, the content of the priorities and preferences of the heirs, the nature of their interaction depending on these preferences, the probabilistic behavior of the heirs under given conditions, and possible monetary reward or losses were mathematically interpreted. Depending on the presence of a conflict, a mathematical interpretation of possible options for the interaction of heirs is presented to search for a probabilistic mechanism for resolving conflicts of interest by combining preferences. Also the interpretation allows taking into account the effects of the parties to the conflict of heritage in the case of attracting external compensation (to set a compromise price) in order to level the conflict and achieve visible advantages for themselves as a result of the division. The proposed options were developed in the absence of such a cognitive aspect of the beneficiary's behavior as “envy”, which allows using the addition rules of the theory of probability to formalize the probabilistic events of the distribution of benefits with the requirement of additional negotiations between the heirs. The obtained results of the research can be useful for the development of the conceptual foundations of the theory of conflict management.
