The theoretical basis of the study includes the scientific works devoted to the development of theoretical and methodological provisions for the management of enterprises’ innovative activities, the rationalization of managerial methods and tools, the specification and technologization of these processes. In the research, methods of structural analysis and synthesis, generalization, analogy, system analysis, optimization, economic, and mathematical modeling were used. The substantiation of the optimal structure of the process under study was carried out within the framework of systemic, situational, process-related, and functional methods. A model for the development of MIEIA and dynamic simulation models for the dependence of the efficiency of industrial enterprises’ production and innovation activities on the factors of innovative development were elaborated; the system of progressive information support for MIEIA was justified.

Problems regarding technical interoperability in advanced IT systems are solved in this article. The automated systems should use the information in compatible mode, in a specific sense, and the content of the interaction between them must be of similar understanding. Financial organizations use the common semantic field to harmonize their data by existing government public information to communicate with each other. Automatic integration is an expert method of qualitative development. A proportion of the information sources that are incompatible and semantically mapped are the most critical integration indicators. With the help of embedding special algorithms, estimates can be automatically computed, which documents the discrepancies in information known as rejected transactions. The other important indicator of interoperability is the number of attributes such as facts, tags, etc., which can be extracted from this information block. Semantic interoperability’s techniques are in demand at all phases of the automated systems’ life cycle. This article proposes some methods for qualitative and quantitative assessment of the effectiveness of available integration technologies. It attempts to learn how qualitative aspects and quantitative estimates are made of this phenomenon.

The usage of data mining techniques is necessary for specific characteristics of innovative activities, those who are related to the statistics lack. In this article, the mathematical and economical apparatus is suggested for diagnosing various internal and external environmental elements based on the modified algorithms of increasing pyramidal networks. This modification is implicated by using the methods of fuzzy logic to attain a single reasonable decision under uncertain conditions. We have applied fuzzy inference algorithms to calculate the power connection between the conditions and factors and the vertex significance. With the help of a neuro-fuzz classifier, an aggregate assessment of different indicators can be found – the external and internal enterprise environment characteristics. These methodologies are applied as the expert-diagnostic system developed using server pages of the Caché database and MatLab tools, a mathematical package. With the application of these tools, the accepted decisions’ validity will be enhanced, and the errors in the first stages of the project life cycle will be reduced.

This article explains various conceptual aspects of the development of information [...] Load More and communicative space of the oil industry’s different e-commerce enterprises based on the varying market transactions on the basis of electronic trading platforms. It has been demonstrated that the e-trading platforms provide extra benefits related to the simplification of the processes for the tenders’ participation to track the status of the parties’ relationship to the risk deduction and transaction, concerning the speculators’ control on prices. A scheme of participant interactions with the e-trading platforms at different stages of purchase, sale, and transactions has been developed by the authors. The decisions of problems of the internal business procedure management on behalf of electronic trading platforms are provided based on the Directum and Microsoft Dynamics NAV. The data exchange management in the Directum and Microsoft Dynamics is put forward on the basis of XML use. Findings showed that usage of the electronic trading platforms in the oil sectors tends to have a great contribution in the formation as well as the implementation of the unified policy in various spheres, including order placement; in addition, it enhances the interactions’ efficiency of the oil firms with the external environment.

For instance, new information processes can be generated that implement information system purposes. This opportunity will characterize the possession properties vitality of the information systems. Some mechanisms of reconfiguration, reengineering, compensation, recognition, and adaptation are the technical foundation of the dynamic functional MIS system reorganizations. Undoubtedly; on one hand, a vitality information system can be regarded as its objective property relating to time, subject, and audience. On the other hand, it is considered as a feature in the artificial formation case, like in the middle of information operations. At each stage of the MIS system life cycle, its corresponding types are used. Of note, its new versions bring numerous positive properties along with some new defects to the system. It shows the system’s evolution involves functional and structural changes that are made in its life cycle. In this article, evolution model of the MIS system in the presence of defects, their diagnoses, and extraction have been reviewed. Modelling of the developing MIS and supporting its working capacity is a considerable issue that requires an effective solution.

[...] Load More The study aimed to critically analyze the evolutionary approaches and prospects for the development of international economic relations between the South–South cooperation countries. This paper presents a retrospective analysis of the evolution of approaches to the development of international South–South cooperation. According to the results of the analysis, the cyclical nature of the formation of relations in this direction and the intensification of development is due to the crisis of the unipolar world order with the dominance of the collective West. Based on theoretical generalization and systematization, the vector of the development of international relations between countries in the South-South direction determined the trajectory of development from politics to the economy. The rapidly growing processes of globalization are highlighted as the main factors stimulating these transformations. This paper focuses on the lack of conceptual approaches to the development of international economic relations in the South–South cooperation. The orientation of this economic and political research is based predominately on Marxist and neo-Marxist ideology. This study identifies economic opportunities created through the development of international South-South cooperation, primarily, the development of TNCs in increasing their competitiveness due to the concentration of foreign investment and other forms of cross-border capital flows and debt financing (such as Chinese loans), the strengthening of mutual trade between countries, and technology transfer. Among the threats to economic development, the problems of social and ecological dumping were singled out, in which the high current rates of economic growth are a constraint to development, primarily, the growth of diversification of the development of countries, participants of international cooperation, and the asymmetrical nature of interdependence between countries. South–South cooperation prospects were identified based on opportunities and threats. The conclusions of the study serve as a basis for the development of South–South international economic relations, considering the identified priority of the stimulating and discouraging factors in the development of international cooperation between countries and their economic development.

At the same time, readjustment and transformation of economic relations between countries causes serious imbalances of the ambiguous nature that are limiting the growth of the world economy in the long term. The aim of this [...] Load More study was to conceptualize the destructive factors and potential opportunities for accelerating global economic growth against the background of crisis and turbulence in global economic development. A hypothetic-deductive method of scientific knowledge was used to propose an original hypothesis about the presence of a trend toward the diametrical reversal of the modern cycle of global economic growth; the transformation of globalization from convergence to divergence; and the loss of flexibility in regard to the global economy’s system of regulation. Historical and logical methods were used to analyze international trade's level of influence on economic growth in retrospect and in modern conditions, and to argue the distinctive features of these influences. Analysis and synthesis allowed the authors to identify evolutionary changes, as well as the role of transnational companies as drivers of global economic growth. The method of statistical observation and comparative analysis identified and differentiated major risks of global economic development. An analysis of trends in the development of economies in a regional context (i.e. China and the European Union) is presented, and the main factors that slow down these countries’ economic development are highlighted. A deductive analysis is used to substantiate the directions of international cooperation for reducing the progressive inequality between countries, considering the opportunities and problems of developing countries. The results of the research indicate that the complementary influence on future development of the world economy will settle disagreements in international trade and ensure cooperative efficiency between countries to overcome imbalances of the modern world economy. The results have a practical value and can be useful to government officials and international organizations in developing a strategy for maintaining sustainable and inclusive economic growth at the global level.

#26-bio An econometric model for determining Pacific salmon stocks off the East Coast of the Sea of Okhotsk

Abstract: Pacific salmons are objects of paramount importance for the development of the fisheries industry economy. Therefore, it is difficult to overestimate the importance of salmon fishing and correct priorities in the development of salmon management regimes for the region. The purpose of this study was to develop an econometric model of reproduction and [...] Load More the determination of target biological reference points for effective management of the base stocks of the genus Oncorhynchus Pacific salmons in the Sea of Okhotsk. The statistical data sample was based on the average annual share of spawning in each of the rivers in 1998-2008. With the use of the extrapolation method, statistical data on the number of Sockeye Salmon, Chum, Coho, Pink Salmon, and Chinook Salmon reproduction have been determined. The proportions of spawners and descendants for each Pacific salmon species separately and each major spawning river of the region under investigation have been determined and analyzed. Changes in the structure of river salmon fishing and the efficiency of the passage at different fishing regimes have been analyzed. The percentage of spawners and descendants of Pacific salmon by rivers has been analyzed, and temporary clusters have been formed for the reproduction level and each type of salmon species under investigation. For each cluster, a resonance model of recruitment dependence on parental stock for Sockeye, Chum, Coho, and Pink Salmon has been built. Based on the models built, the boundary (the level of spawner stock, below which the relative index of the fish stock survival rate begins to decrease) and target (the range between the fish passage rate, which provides the maximum sustainable yield, and its upper-bound estimate in view of the uncertainty) biological reference points for spawner passages have been determined. Quantitative levels of target reference points of the recruitment and stock have been determined using the optimization task in the Solver Add-in module in the Excel program. The obtained results have applicable nature and can be used by state fishery authorities for the revision of salmon fishing check indicators. These results can also be used as a basis for the revision of the salmon fishing concept, determination of change in management priorities, and development of salmon resource management regimes.

#01-ec Subadditivity of costs as a criterion for evaluating natural monopolistic properties of transport networks

The aim of the article is to develop an approach to identifying natural monopoly properties of transport networks and assess the efficiency of their functioning. The results of the study allowed setting forward an approach to the analysis of natural monopoly properties of transport networks through the indicator of subadditivity of costs. The implementation of the approach implies the construction of a model for identifying natural monopoly properties of transport networks using direct (aimed at assessment of subadditivity under the condition of prohibition of diversification of the investigated industry) and indirect (aimed at assessment of economy of structure, which is a necessary but not sufficient condition for manifestation of monopolistic properties) cost subadditivity test. The determinants of the model, presented as a square function of costs, are indicators of economy of scale, economy of structure, the average and marginal costs. Estimates of economy of structure and nonlinear upward function of dependence of production costs elasticity on the volumes of investments built for multiproduct transport networks were used to determine the areas of overload of transport networks, for which the subadditive effect is leveled as a result of nonlinear nature of cost growth with the growth of demand for products. An optimization imitation model of transport network development was built, which allowed, using search algorithms, identifying duplicative and bypass sections necessary for avoiding overload and improve the efficiency of transport network operation. The index of net present income served as the criterion of efficiency maximization with its growth testifying to their economic efficiency based on the optimization results. 625 points served as the statistical base for the research: data on demand and costs for cargo and passenger transportation, processed using EViews, Mathcard and Excel. The results obtained in the research can serve as a basis for developing a strategy for developing transport networks at the regional level, and the proposed methodological approach can become a tool for identifying, evaluating and maximizing the efficiency of their functioning.

#2-ec Polymodel complex of evaluating the expediency of attracting credit resources by a production enterprise

The purpose of this research is to develop a decision-making tool based on an assessment of the expediency of attracting credit resources. The paper builds a set of deterministic models of credit resources management used to finance the inventory of the production enterprise, taking into account the risk; dynamic models of credit resources management and management of production and financial activities of the enterprise. The proposed model of credit management is an optimization model that reflects the pattern of decision-making on the expediency and the necessary volumes of credit, based on the availability of working capital, inventories, production potential, and creditworthiness of the enterprise, market conditions, which determines the demand for products, the cost of credit and inflation. The target parameter of the optimization model is the maximization of marginal income from manufactured products, which, taking into account the risk factor, is transformed into a two-criterion indicator: the maximization of mathematical expectation of marginal income and minimize the risk of profitability of the production program. The construction of dynamic models is based on the assumption of continuity of the credit attraction intensity functions, the supply of material resources, and the production throughout the planning horizon. The combination of optimization and dynamic models allowed us to build an analytical tool for managing credit resources, which, in turn, allows deciding on the expediency of attracting credit resources. This decision maximizes the marginal income taking into account the dynamics of the studied parameters. The polymodel complex was tested on the example of Robert Bosch AG. The directions of optimization of production potential and production program were proposed, the expediency of attracting credit resources was estimated, which allowed maximizing the gross profit of the company taking into account the market demand for products. MS Excel program helped making calculations. Received results have applied character and can be used at definition of strategy of management of material resources of the enterprise on the basis of optimization of volumes and structure of sources of financing in the conditions of risk connected with probabilistic character of reception of income at economic uncertainty on meso- and macrolevel.
