Abstract: With the development of international relations and the growing list of goals of the world community’s sustainable development, the idea of harm and its sources is being transformed. Therefore, [...] Load More this study aimed to conceptualize physical harm by identifying its logical connection with the concepts of biopolitics and global healthcare. A review of the relevant scholarly literature and the method of deduction allowed the authors to uncover the debatable points regarding the problem of harm from the perspectives of the state-centric system of international relations and posthumanism, as well as the cause–effect relations of its emergence. The apperception method 1) revealed the logical relation between the problem of physical harm and biopolitics, that is, the states’ policy aimed at managing and regulating the biological characteristics of the population, and 2) identified key biopolitical risks and fundamental contemporary problems of biopolitics. Historical empirical analysis allowed the authors to argue for the transformation of the sovereign’s role in biopolitics when reaching the supranational and transnational levels, due to the formation of global healthcare management. Using the deconstruction method, the authors substantiated the crucial elements of global health: the level of analysis covering the world’s population and the interdependence that connects people with one another, forming a global population. The authors considered the actors and the substantive characteristics of the main functions and subfunctions in the activities of the global health system, while outlining the most destructive factors escalating the problems of global public health management and generating physical harm. The logical inference helped prove the idea of the dual influence of biopolitics, aimed to maintain public health, on one hand, and its connection with the problem of physical harm and possible threats to public health, on the other hand. The results obtained within this study’s framework have a conceptual character, significantly expanding and supplementing the problem of harm in the theory of international relations. They can serve as a basis for improving both the theoretical foundations of the study on the causes of harm and the practical approaches to its reduction.

#02-polit Symbolic politics of emerging powers amidst the ensuring of the liberal world order

However, the question of exactly how emerging states threaten the liberal world order remains open. The purpose of this study is to conceptualize the risks to the liberal world order from emerging powers by analyzing the status dynamics and symbolic policies of the emerging states. Drawing on crucial aspects of social identity theory and using a systemic approach, the authors argue for the need to conduct research in the context of three vectors of symbolic politics in the emerging powers. The review of relevant scholarly literature allowed the identification of the issues of controversy regarding the major goals of the UN international development program from the Western and the emerging powers' perspectives. Historical and logical analyses helped highlight evolutionary quantitative and qualitative changes and argue for potential directions in the development of international assistance policies by, and assistance to, emerging powers. Applying the descriptive method to analyze the characteristics of "big challenges" for emerging countries, the authors focused on scientific and technological progress as an indicator that determined the level of "development" and "backwardness" of a country. At the same time, the method of deductive inference allowed identification of the stances of a number of emerging powers (in particular, China, India, and Russia) in the world arena in terms of their self-presentation. The systematization of the obtained results with regard to the implementation of symbolic politics in the emerging powers in the specified areas allowed the highlighting of its distinctive features and shortcomings in the context of each country's ensuring the world order. The authors also explain the violation of the mechanism of symbolic exchange on the part of emerging powers that tended to lead to the violation of the world order. The results of the study can be useful for politicians and the international bodies of emerging and developed countries in preserving their own sovereignty and the global liberal order, increasing the status of the country in the political arena, and ensuring the effectiveness of symbolic exchange.

The purpose of this study was to substantiate effective pedagogical technologies for the development of ethno-cultural competencies in the system of secondary vocational education. Using the content analysis method, the pedagogical definition of ethno-cultural educational technologies and their functional purpose in the conditions of secondary vocational education were revealed. Analysis of recent academic literature provided a theoretical interpretation of the fundamental tasks of ethno-cultural instruction in the secondary vocational education system. Analysis of the current state of ethno-cultural pedagogical technologies in the education system, particularly in colleges, was presented. The conclusion was that in current secondary vocational education, the active use of ethno-cultural educational technologies is an integral part of the formation and preservation of regional culture. It was demonstrated by the deductive analysis method that ethno-cultural technologies in the secondary vocational education system are effective in the formation of art, folk art, and craft skills. The system of criteria for evaluating the level of ethno-cultural competencies was developed by the constructive analysis method. In this experiment, various ethno-cultural pedagogical technologies were introduced at the College of Technology and Design, and competence levels were assessed before and after. The most effective pedagogical technologies and techniques, in promoting the development of ethno-cultural competencies, were those that resolved problems in teaching methods and were based on an interactive model of future professional activity. These results have value as they will be useful in improving the effectiveness of the instructional process in the education system. This may serve as a basis for younger generations to assimilate the cultural heritage and national identity of their ancestors.

The purpose of this study was to develop a methodological approach to assessing the effectiveness of the functioning of schools, considering the identification of the factors of their effectiveness. Based on an unbalanced panel of data on school performance indicators for the 2015–2019 period, a comparative characteristic of the performance of commercial and public schools was carried out according to the average value of those performance levels. The formalization method helped explain the content of the indicator of competition as a leading factor in assessing the effectiveness of schools with balancing the indicator and size. The competition indicator within the framework of this study intended to reflect the qualitative parameters of the interaction between the performance of the studied schools and the level of their competitiveness in the national educational system. In addition, a system of school effectiveness indicators was introduced that characterized the type and policy of the school and socio-economic indicators of their position. Empirically, based on a multivariate panel regression model with random effects, a model for assessing efficiency factors was developed for the resulting indicator of efficiency: a student’s test scores in mathematics. This made it possible to assess the nature and degree of influence of efficiency factors in general, and differentiate depending on the category of the school, be it state, non-profit or commercial, as well as on the school’s socio-economic state. With the help of stochastic frontier analysis, a model for evaluating the effectiveness schools was developed based on deterministic performance factors, and an empirical analysis of the studied schools was carried out. This approach made it possible to counteract the statement about significant volatility in the level of school efficiency, determined using regression analysis. The results obtained made it possible to reveal relationship patterns between the efficiency factors of the functioning of schools, depending on their type. These results can be used by government bodies in developing strategic directions for increasing the efficiency of school education and the redistribution of funds between schools. They can also serve as a reference source for parents of children when choosing a school.

The statement of the problem of studying time awareness in the context of probability and vectors of determining the behavior of a modern person becomes even more actual. The purpose of this paper is a conceptual analysis of the essence and characteristics of time awareness in philosophical theories and problems of objectivity of time. The diachronic method and content analysis helped analyze the essential characteristics of the definition of “time” and the meaningfulness of the concept of time awareness from the standpoint of an interdisciplinary approach in the study of this category in physics, psychology, and philosophy. The psychological approach to the study of time was excluded as, depending on the context of the philosophical concept, the understanding of time awareness becomes significantly modified. The methods of deconstruction and deductive analysis within the framework of the philosophical concepts of time allowed revealing that the category of the duration of processes in most cases correlates with the philosophical concept of space (properties of an object) and are considered by scientists as structural objects of the material world and forms of being. The axiomatic method, based on the results of the analysis of the philosophical concepts of the consciousness of time, made it possible to substantiate the main contradictions in the study of time from the point of view of an interdisciplinary approach, which consists of the approaches of the associative application of the modes “past,” “present”, and “future” to the time in relation to the collective and individual unconscious. This determines the search for an unambiguous understanding of the reality of being. The parameters of understanding the objectivity and subjectivity of time are grounded by logical inference. The obtained results within the framework of the research have a conceptual character and can serve as a basis for: 1) improving the theoretical foundations of the study of general and specific properties of time awareness; 2) development of a synthetic approach for comprehending and conceptualizing the concept of time, proceeding from the idea of the unity and integrity of the world.

Correspondingly, the purpose of this study was to empirically substantiate the effectiveness of pedagogical practices in the development of cognitive competencies in students as a factor in increasing the professionalism of future physicians. The analysis of recent relevant academic literature and a logical examination allowed the author to corroborate the characteristic features and fundamental problems typifying the training of future physicians during their initial period of study at universities. The importance of developing personal subjective characteristics within the professional competence of future doctors was also verified. A deductive analysis helped the author put forth a structural–logical algorithm for the use of such effective pedagogical technologies in honing the personal qualities of medical students. The process involved an examination of specific situations, discussions, and work in small groups. The pedagogical experiment confirmed the effectiveness of the structural–logical algorithm used to refine the cognitive competencies of medical students. A total of 465 first-year medical students participated in the experiment (experimental group), and another 40 were recruited as the control group. Lecturers teaching these students the “Psychology and Pedagogy” discipline acted as experts in assessing the results of the pedagogical experiment. Through a descriptive method, a system of fundamental cognitive qualities necessary to achieve a higher level of professionalism in future medical practice was formed and grounded. These qualities were used as criteria for evaluating the effectiveness of proposed pedagogical technologies. Expert assessment was carried out at the beginning and at the end of the academic year after students underwent educational practice in medical institutions. The results obtained are of practical importance and can be used to improve the efficiency of the educational process in medical universities. They will also be useful in the work of medical practitioners for the prevention of mental maladjustment and professional deformation of the personality of doctors working in conditions of prolonged and intense stress.

The task of teaching monologic speaking in a foreign language as a component of linguistic competence is included in the training content of qualified specialists in higher education and is determined by the social demand and the curriculums. The purpose of this study is to provide a conceptual rationale for the effectiveness of staging situational dialogues as a pedagogical technology for the development of language competence in the study of foreign languages. The aspect method of scientific knowledge helps highlight the fundamental principles and their priority for the introduction of the methods of staging communicative-speech situational dialogues into the practice of developing the competence of foreign language monologue speaking. The main advantages of the didactic nature of this pedagogical technology as a progressive method for the formation and development of language competence in the study of foreign languages have been substantiated. The methods of deductive inference and literature analysis make it possible to show the functional purpose of texts as a subject-linguistic parameter to ensure their subject-semantic and informational context in the educational process. The meaningfulness and didactic features of the use of psychodramaturgy techniques as a pedagogical technology for the development of speaking skills in a foreign language in the process of staging a situational dialogue are also highlighted. The paper conceptually develops and substantiates in detail the stages of the practical implementation of psychodramaturgy techniques into the educational process for the development of professional monologic speaking skills, with students of technical specialties in universities as examples. The main effects of micro-situation staging on the formation and development of the cognitive skills of students in the process of learning foreign languages are revealed. The results obtained within the framework of this study are of practical importance and are characterized by scientific novelty. They can be useful in the development of training courses for the study of foreign languages in the higher education system for both students of linguistic and non-linguistic specialties. Moreover, the results obtained can serve as a basis for enhancing the efficiency of the educational process for the study of foreign languages in universities and other educational centers.

The efficacy of professional [...] Load More training can be ensured by enforcing organizational and pedagogical conditions, in particular the ability of lecturers to develop meta-competencies, to perceive their external environment with self-awareness, to act independently, and to respond to rapidly changing professional situations. The paper aims to develop an approach to assess lecturers’ readiness to develop meta-competencies within the higher education system. The analysis of recent academic literature and the method of deductive inference helped form a system of qualitative measures for the identification of quantitative parameters that assess the readiness level of lecturers for the continuous development of professional skills and self-education in line with the current trends in socio-economic development. The assessment indicators were developed taking into account the integrated approach and reflected the following parameters of professional development and formed competencies of higher education teachers: value-motivational, instrumental-digital, research, evaluation-analytical, interactive-communication, and academic-entrepreneurial. The face-to-face questionnaire method allowed for the quantitative assessment of the teachers’ current state and level of readiness for continued professional development. The respondents consisted of 120 employees of the university teaching staff. The levels of acquired professional skills and readiness to develop meta-competencies were determined. The results of the questionnaire’s evaluation indicators were assessed using the correlation analysis and graph methods. The outcome offered an explanation for the characteristic interdependencies between the parameters of professional skills and the professional development of higher education lecturers. According to the results of correlation analysis, a complete set of directly proportional relations was established between all the investigated components of university teachers’ readiness to develop meta-competencies. This confirms the potential for meta-competence development of university lecturers, taking into account the available empirical assessments of their readiness for continuous professional development. The research findings can be useful for universities in creating conditions for the lecturers’ meta-competence development, improving the quality of the educational process in line with current trends in social development.

The aim of this paper is to substantiate the strategic directions of enhancing the efficiency of teaching foreign languages to students with disabilities within the system of higher education. The concept of inclusive education in the relevant academic literature is discussed; the functional purpose of the educator in the conditions of inclusive education in terms of overcoming barriers to higher education for people with disabilities is grounded. The operationalization of the fundamental concepts of the educational process of learning foreign languages for people with disabilities in the system of higher education helped form a sample of indicators. These indicators were used in creating a questionnaire for assessing the level of competence of educators in the process of foreign language teaching in conditions of inclusion. Face-to-face questionnaires put to English teachers allowed the formation of a system of quantitative indicators to assess the following: (1) the level of practical experience of university teachers and personal position regarding inclusive education; (2) the efficiency of teaching technologies and inclusive education strategies used by them. The sample of respondents consisted of 40 teachers of English with pedagogical experience working with students with disabilities in universities. According to the results of the questionnaire, the main efficient strategic areas of language competence formation in the process of teaching foreign languages to students with disabilities were determined. Deductive analysis and logical inference helped ground the substantive parameters of the strategies of the educational process in the conditions for inclusion for the development of foreign language competence within the system of higher education. The results of the study will contribute to the development of students’ readiness for inclusion in the system of higher education and the formation of a stimulating socio-cultural environment for efficient adaptation of people with disabilities as it would allow them to achieve an education that includes foreign languages course.

Analysis of these specifications helped clarify the definition of a meaningful life-state through a systematic framework of the subjective properties of personality development through socialization. Questionnaire methods, and psychodiagnostic techniques to ascertain personality characteristics, formed a sample of indices for empirical evaluation. This was to identify any correlation between a person's psychological state and their ability to perform meaningful life tasks. A representative sample of respondents included 142 women and 98 men aged 20–55 years. The authors of the study used the survey’s results to determine empirically qualitative parameters and patterns in the interaction of personal identity and efficacy to accomplish meaningful life tasks. Using a multifactor hierarchical regression model, the regularities and subordinations between personality development against the processes of acceptance, deviation and effectiveness in realizing a meaningful life were substantiated. The correspondence between a meaningful life and the presence and development of personal qualities was determined by the one-factor analysis of variance. The results can be applied practically as a part of the preventive, diagnostic, and rehabilitation practices of psychologists in various spheres.
